Jaipur: Congress state president Govind Singh Dotasra Friday leveled allegations of financial irregularities, fake billing, illegal fee collection and misuse of funds in the functioning of Hindustan Scout and Guide, an organization allegedly operating under the patronage of education minister Madan Dilawar.Addressing a press conference at the Rajasthan Pradesh Congress Committee office in Jaipur, Dotasra alleged that large-scale corruption took place through scout-guide camps, recruitment-related activities and fund collections in various districts, especially Jaipur. He demanded an impartial probe into the allegations raised by the organization’s own district-level office-bearers.“This organization is functioning under the protection of Dilawar, and extremely serious allegations have surfaced against its office-bearers,” Dotasra said.According to Dotasra, the body was registered under the Rajasthan Cooperative Societies Act in Udaipur in Dec 2017 and later expanded at the state level in Feb 2018. He alleged that despite rules barring family appointments within the organisation, secretary Narendra Audichya appointed his daughter-in-law Ranjana Audichya as district organiser.He alleged that several camps organized by the institution involved irregular fee collection and financial manipulation. Referring to a five-day camp organized at a govt school in Chaksu in March 2025, he claimed the camp was actually held for only one day while fees were collected for five days.“During Class 10 board examinations, no such residential camp could have legally operated for five days, yet money was collected and bills were generated accordingly,” Dotasra alleged.Dotasra further alleged that forged signatures and seals of retired education officials were used in financial records and expenditure certificates.“The most serious allegation is that fake signatures and seals of a retired chief district education officer were used in official financial documents. This is clear forgery,” he said.The Congress chief also alleged that around Rs 60 lakh from CSR funds was siphoned off through fake bills and vouchers. He claimed employees and organizers were pressured into transferring money into the personal bank accounts of office-bearers instead of the organisation’s official account.Presenting documents and UPI transaction receipts during the press conference, Dotasra alleged that more than Rs 23 lakh was transferred into personal accounts linked to office-bearers Narendra Audichya, Vijay Dadhich, Kavita Jain and Manoj Trivedi.The Congress chief also alleged that around Rs 60 lakh from CSR funds was siphoned off through fake bills and vouchers. He claimed employees and organizers were pressured into transferring money into the personal bank accounts of office bearers instead of the organisation’s official account.Presenting documents and UPI transaction receipts during the press conference, Dotasra alleged that over Rs 23 lakh had been transferred into personal accounts linked to office bearers Narendra Audichya, Vijay Dadhich, Kavita Jain and Manoj Trivedi.“More than Rs 23 lakh was deposited into private accounts after threatening employees and organisers. If this money belonged to the institution, why was it not deposited into the organisation’s official account?” he asked.He also alleged irregularities in D.El.Ed training camps, claiming certificates were issued without proper training after collecting fees from nearly 13,000 students.Questioning government funding to the institution, Dotasra said official reports and budget documents themselves contradicted the minister’s claims that service rules for the institution did not exist.“If rules do not exist, then how were grants approved? And if rules do exist, then why is the minister denying them?” he said.Demanding a fair inquiry, Dotasra said, “The allegations have been made by the organization’s own office bearers. Let any independent agency investigate so the truth comes before the public.”The Rajasthan govt and the organization had not issued a detailed response to the allegations till the filing of this report.
